Chapter One: Introduction
1.1 Background of the Study
The National Policy on Women, introduced by the Nigerian government, aims to promote gender equality and empower women in various sectors, including education, health, politics, and the economy (Ado & Zango, 2023). Rural communities, however, face unique challenges in accessing the benefits of such policies due to limited infrastructure, cultural norms, and economic constraints. In Dutsin Ma Local Government, Katsina State, women in rural areas continue to face significant barriers to empowerment, including limited access to education, healthcare, and economic opportunities (Mohammed & Aminu, 2024). The National Policy on Women seeks to address these challenges by promoting policies that enhance women's participation in decision-making, education, and entrepreneurship, and improve their overall well-being. This study will appraise the impact of this policy in empowering women in rural areas of Dutsin Ma and explore the barriers that limit its effectiveness.
1.2 Statement of the Problem
Despite the introduction of the National Policy on Women, rural women in Dutsin Ma continue to face barriers to empowerment, such as early marriage, gender-based violence, and limited access to education and healthcare services (Sa'ad & Garba, 2023). The policy’s implementation at the local level has been hindered by factors such as inadequate funding, cultural resistance, and the lack of sufficient infrastructure. This study aims to evaluate the impact of the National Policy on Women in empowering women in Dutsin Ma and assess the challenges faced in implementing this policy at the grassroots level.
1.3 Objectives of the Study
1. To evaluate the impact of the National Policy on Women in empowering women in Dutsin Ma Local Government.
2. To identify the challenges faced in implementing the National Policy on Women in rural communities in Dutsin Ma.
3. To recommend strategies for improving the effectiveness of the National Policy on Women in empowering rural women in Dutsin Ma.
1.4 Research Questions
1. How effective has the National Policy on Women been in empowering women in Dutsin Ma Local Government?
2. What challenges have local authorities faced in implementing the National Policy on Women in rural communities in Dutsin Ma?
3. What strategies can be implemented to improve the impact of the National Policy on Women in Dutsin Ma?
1.5 Research Hypotheses
1. The National Policy on Women has positively impacted women’s empowerment in Dutsin Ma Local Government.
2. Cultural resistance and inadequate infrastructure hinder the implementation of the National Policy on Women in rural communities.
3. Increased funding and awareness programs will enhance the effectiveness of the National Policy on Women in empowering women in Dutsin Ma.
1.6 Significance of the Study
This study will contribute to the understanding of the effectiveness of national gender policies in empowering rural women. The findings will provide valuable insights for policymakers, NGOs, and community leaders on how to better design and implement strategies for women’s empowerment in rural communities. The research will also offer recommendations for improving policy implementation and tackling the challenges faced by women in rural areas.
1.7 Scope and Limitations of the Study
The study will focus on Dutsin Ma Local Government and specifically evaluate the impact of the National Policy on Women in rural communities. It does not cover other local governments in Katsina State or other national policies on women. Limitations include potential difficulties in accessing relevant data due to cultural sensitivities and the challenge of gathering information from rural communities.
1.8 Operational Definition of Terms
• Women’s Empowerment: The process of increasing women’s control over their lives, including access to education, healthcare, employment, and decision-making power.
• National Policy on Women: A government policy aimed at promoting gender equality and improving the status of women in various sectors, including health, education, and employment.
• Rural Communities: Areas located outside of urban centers, often characterized by limited access to infrastructure, education, and healthcare services.
